ICS 400: Advanced ICS: Command and General Staff—Complex Incidents

Prerequisites: All students must complete NIMS (IS-700), ICS 100, ICS 200 and ICS 300 prior to this course. Completion of IS-800 NRF is recommended. Command or General Staff experience is recommended.

Course Length:  2.0 days (16 hours)

Fee:  No charge.  Open to all government personnel, all jurisdictions and disciplines.

Purpose: 
The Advanced Incident Command System, Command and General Staff-Complex Incidents course provides training on and resources for personnel who require advanced application of the ICS, particularly anyone who may serve as an ICS Incident Commander, Officer, Section Chief, Deputy Section Chief, Director, Supervisor, or Manager.  This course expands upon information covered in the ICS 100 through ICS 300 courses and focuses on large-scale incidents and events that span many day/weeks and require resources far beyond the capabilities of a local area.

Target Audience/Disciplines:
Law Enforcement, Emergency Medical Services, Emergency Management Personnel, Fire Service, Hazardous Materials (HAZMAT), Public Works, Government Administrative, Public Safety Communications, Health Care, and Public Health. This course is open to all government agencies.

Certification:
All students who successfully complete ICS 400 will receive a FEMA/CDP certificate.  Training provided by the Center for Domestic Preparedness, a FEMA/DHS training partner; certified for NIMS compliance.

Course objectives are as follows:
- Explain how major incidents engender special management challenges.
- Describe the circumstances in which an Area Command is established.
- Describe the circumstances in which multiagency coordination systems are established.

Training content is comprised of the following lessons delivered over two days:
Unit 1:  Course Overview
Unit 2:  Fundamentals Review for Command and General Staff                                      
Unit 3:  Major and/or Complex Incident/Event Management
Unit 4:  Area Command
Unit 5:  Multiagency Coordination
Unit 6:  Course Summary

The format is a combination of Power Point presentation, reading sections of the student manual, and  participating in team exercises.  The test is open book, using a scantron form.

Location:
San Francisco International Airport
Terminal 2, SFO EOC

Getting there:
This class will be held at the San Francisco International Airport’s Emergency Operations Center.  The Airport EOC is located inside a secured area between Terminal 3 and Terminal 2 on the second level (departure level).  Approaching from Terminal 3, walk towards Terminal 2 passing through the corridor connecting the two sets of blue double doors; someone should be at the doors to pass you through to the corridor leading to the EOC entrance.  At the EOC entrance, another person will open the secured door for you.  

If you drive, parking will be validated by the Airport EOC personnel – please keep your parking receipt with you so that it can be processed before you return to your vehicle.  From Highway 101 (North or South), take the exit for SFO towards the domestic terminal, and follow the signs for “hourly parking”.  Please use the Domestic parking garage, and try to park in area E, as this will put you closest to the EOC. 

Please note that if you have FASTRAK you should avoid the FASTRAK lane and /or cover the device when entering and exiting the garage or you may be automatically charged.

The Airport is also available by BART.  Transfer from BART to the AirTrain (Red Line), and exit at Terminal 3.  Walk through the access tunnel to Terminal 3 (this will put you on the Mezzanine level), go down one level to the Departure level, then follow the directions given in the first paragraph.

Supplies:
Each student will receive a course manual, a pen, pencil, highlighter and packet of  ICS forms.  You may bring a notebook with you, or take notes in the manual, which ever you prefer.

Food:
Please note that only bottled water is allowed in the EOC – absolutely no other food or drink are allowed.  There is an anteroom just outside the EOC where snacks may be eaten or stored.
